Backlinks or Content for Google SEO?

Google gives value to sites with a lot of new content. Adding backlinks to the site to make the site look like the newly acquired backlinks are because of the new content. That seems very natural and will be hard to raise a flag with Google for that. So  in other words regularly updated content while regularly adding backlinks is the way to go!
